I'm starting a new FB live show and when I test my live stream it's has a lot of blur and/or lag. Is my system strong enough for FB Live streaming? If so, what settings should I use? What can I do to get a clear stream? I have tried multiple settings and still can't get it to look good. I have tried the CPU usage preset at every setting also. The lower I go, the more clear it is, but then it becomes very laggy. The higher i go the more blurry it is with less lag. All specs and screen shots below.

I really appreciate any help. Thank you in advance.

In the live stream I'm using:

Video capture device (Logitech C920 webcam - 1080p)
Media source ( a video graphic )
Image overlay
Window capture

Desktop specs:

Model: HP HPE 1070t
Processor: Intel (R) Core (TM) i7-2600 @ 3.40GHz, #401 Mhz, 4 core(s), 8 logical processor
Ram: 12Gb
Graphics: Nvidia GeForce 8400GS (No NVEC shows up in OBS) Not compatible maybe?
Operating system: Windows 10 Pro

Internet speed:

Upload: 12.09
Download: 91.53

Also. I have my computer hooked up to 2 monitors Asus monitors. One is hooked up with an HDMI cable and the other through VGA cable.

output tab:
disable rescale
uncheck custom buffer size
set preset to veryfast and profile to high
should be fine after you do it

So I set it to the settings you said. It reduces the lag but it's still blurry. Anything else I can do?

Sometimes its at 15 fps

read sticky, choose one with stream start/stop markers and profiler data in the end

ok im pretty sure GeForce 8400GS is the problem here. ITS ANCIENT 11 years old card. you should not try to run obs on it. replace it with something like gtx 1050Ti at least. (1050 non-Ti has no nvenc afaik)
or used gtx 960

I was thinking it might have been the graphics card too. Is the gtx 1050ti able to be put into my desktop? I mean , will it fit?

yup it should. make sure your psu is over 450w and has 1 spare 6-pin plug for gpu.
if you plan to upgrade cpu for games also in the near future 1050ti can be slow-ish. but for this application will be ok

Awesome thank you. Also, do you know why the fps would be going under 30?

How do I check the PSU wattage? and will the GTX 1060 3GT OC NVIDIA GeForce 3GB GDDR5 allow me to use the OBS Nvenc option?

most probably this bad gpu. it was slow when it was released 11 years ago

info should be on psu itself
yes both 1050TI and 1060 have Nvenc. check this thread if you intend to use it https://obsproject.com/forum/threads/using-nvenc-lowers-gpu-memory-clock.73228/
gtx 1060 requires 8-pin plug so check if you have it. this card may require stronger psu - like 500W with a some quality norm like "80+"
do yourself a favour and get 6gb version, 3gb is below today's standard of 4gb

What if I wanna use the Hardward(NVENC) (new), when im streaming wittwitch everything is fine and smooth but when I'm streaming with fb it's really laggy, what can I do?

Mate, you are a lifesaver with the 'disable rescale'... That's what did it for me!
